North Korea Ending Talks And Restarting Nuclear Plant

North Korea has announced that it is ending the nuclear talks as it now considers them useless. They also announced plans to rebuild a nuclear facility. Practically speaking this does not do much in the near term. They already have nuclear weapons. It is a symbolic problem though, and does have the potential to worsen nuclear proliferation.
