Israeli Prime Minister Binyamin Netanyahu is no longer planning on attending the AIPAC summit. The first wave of stories indicated that he canceled once he knew Obama would not meet with him during the summit. Netanyahu plans on sending a video message, and has asked Israeli President Shimon Peres to attend the conference.

The second wave of stories said that Netanyahu does not want to meet with Obama until after his policy review. The policy review is set to conclude after the AIPAC summit is over.

My gut feeling on it is that the first story is probobly the truth and the second was an attempt to save face. Why Obama would not want to meet with Netanyahu, especially in the context of having already met some rather 'unsavory' leaders, is something I do not really have an answer for. At least not any that seem both plausible and would not depress me.
