Obama Says He Will End "Don't Ask, Don't Tell" ... Why Not Just Do it?

Regardless of how you feel about the "Don't Ask, Don't Tell" policy, I find it a little disingenuous for Obama to keep saying that he will end the policy without doing anything to actually accomplish that. That is what Jon Stewart was making fun of Obama for. The clip is from that episode. Secretary of the Navy Ray Mabus explains that is not as simple as giving an order because the policy is a law. That said, Obama could call on congress or a specific representative to introduce a bill. It looks like Obama is trying to 'have his cake and eat it too'; trying to placate the gay/lesbian groups by announcing his support without garner the opposition from those opposed to the change. The problem he is facing is doing the opposite of both, alienating both groups for his lack of action but promise of it..
