Defense Appropriation Pushed Back to December?

What is with all of this delay on very important and time sensitive military issues?

"Passing a budget is the basic responsibility of Congressional leadership, and it was due on September 30th. In wartime, the annual defense appropriation should have the highest priority over all of the other appropriation bills that comprise the federal budget plan. The Democrats have one of their own in the Oval Office, Barack Obama, who has shown no inclination at all to interfere with Congressional leadership on legislation, not even on his highest domestic agenda priorities."
