What you are watching is modified C-130 plane flying over White Sands Missile Range shooting the Advanced Tactical Laser (ATL) at a parked car. The megawatt chemically-powered laser burns a whole through the target. It is not exactly a combat situation, but it is successful test and another step in the right direction.
