A Democrat is pushing to eliminate the word "navigable" from the Clean Water Act. He claims that navigable was never meant to be a restriction in the bill written four decades ago. Without the restriction, what would prevent the federal government from regulating the puddle that forms in your lawn or driveway after it rains? The answer is nothing.
