I guess this means that Obama officials are not going to deny Obama bowed to the Emperor of Japan (Video), but try to excuse it as 'protocol'. Does that mean Reagan got it wrong? I would side with Reagan on this one because I would hope it would not be protocol for the American president to appear subservient before foreign leaders.
