Obama - Tax Increase is "Chump Change"

You can see the question 1:45 (one minute and fourty-five seconds) into the second video at http://www.mtv.com/news/articles/1598409/20081102/story.jhtml. The "Chump Change" comment can be found just after four minutes into that same video. Hot Air has a transcript and takes issue with the idea that the increase is "Chump Change" by saying (http://hotair.com/archives/2008/11/03/well-someones-a-chump); "At $250,000, an additional 3.6% isn’t chump change. It’s an extra $9,000 that goes to the federal government on top of what they already take." My concern goes more toward his mind set on exactly how much money would it have to be to stop being "Chump Change". Four percent is not that much higher then %3.6, does that still qualify? What about %5, %6, %7, %10? I think this mind set allows for increasing the taxation level of the so called "rich" at the same time that the definition of "rich" seems to be sliding to lower and lower value (Berman Post: Tax Cuts For Who -> Down to $120,000?).
