One Problem, One Bill: How To Cure Health Care Reform

In a nutshell; instead of passing a 2,000 page monstrosity no one has read, pass one bill per problem/action. It would certainly be faster to pass things that everyone agrees on, though may make passing some sort of 'comprehensive reform' take much longer. Since I do not like what is being proposed as the comprehensive reform, that does not bother me much.
