School Bus Beating Caught on Tape

A school bus beating caught on video shows a white kid being attacked by two black kids in two separate incidents for the apparent 'offense' of sitting down. Early reports said that the attacks were racially motivated, but they have stepped back slightly. Moving past the question of a race attack and how attacks in one direction seem to garner minimal interest or condemnation, where is the bus driver during this incident and why did they not step in?
