Creigh Deeds (D) seemed to have some difficulty understand exactly what it means to not raise taxes. He continued to say that he was very clear, but no one else likely thinks that. By the end he seemed to hedge his promise to not raise taxes to instead not raise taxes for the general fund but might raise taxes for the transportation fund.
Raising taxes for any reason does not correspond to a promise to not raise taxes. If you believe that you need to raise taxes for a project, come out and say it directly. Do not try and hide it cryptically yelling 'not tax hikes' and whispering 'for the general fund' later.
