These Democratic legislature members are like preschoolers. They know they are going to lose the vote to the Republicans who won more seats then they did, so they ran away. By running away and hiding the Republicans can not do business because they do not have a quorum. This is so far beyond a filibuster which, while a delaying tactic, is essentially dragging out a debate. This borders on the absurd. Who thought it would be necessary to have rules and laws in place to prevent an entire party from abandoning the state to shut down the government...
