Ok, maybe not is so many words. Biden says that if a President takes the country to war without Congressional approval they should be impeached. Obama's Libyan action is certainly more then just a no fly zone, and he did not get Congressional approval. To be fair though, Biden was talking about Bush; I am sure he never meant for his words to be used against a Democrat...
